The Maryland Department of Transportation State Highway Administration's Office Highway Development - Plats and Surveys Division (OHD-PSD) (Baltimore City) is recruiting for an Assistant Division Chief (Transportation Engineering Manager II) position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office Highway Development - Plats and Surveys Division (OHD-PSD) (Baltimore City). 

The position is the Assistant Division Chief (ADC) of the Surveys Section within the Plats and Surveys Division (PSD) of the Office of Highway Development (OHD).   The ADC manages and directs the licensed plat managers, plat engineers and technicians in the development and preparation of various types of highway plats and other right of way documents to enable the MDOT SHA to acquire and dispose of right of way.  The ADC has professional knowledge and supervisory control of the crews performing the field metes and bounds surveys supporting the preparation of the plats.  The ADC will sign and seal plats that are prepared by in-house staff and may sign plats that are prepared by consultants.  The ADC is responsible for training and development of all plat engineers and technicians as well as for knowledge management and succession planning for the division.  The ADC supervises and manages in-house survey crews, consultant survey crews and Area Engineers in the activities necessary for collection of field survey data.  This information is to be processed and provided to the MDOT SHA's design production managers, the Plats Section and consultant engineers for their use in the development of design studies, plans and documents for transportation projects.  The ADC administers the policies of the Plats Section, PSD, OHD, and MDOT SHA and is responsible for conducting MDOT SHA, other agency, and consultant training for plat and survey requirements for SHA.  This position requires registration as a Property Line Surveyor or Professional Land Surveyor in the State of Maryland.  This regulation is specified in the Annotated Code of Maryland Real Property Article 3-108.  This requires that a plat must be signed and sealed by a licensed surveyor for the plat to be recorded.  The ADC reviews, approves, signs and seals right of way plats prior to the plats being issued and recorded, or the ADC supervises licensed surveyors performing this work.   This position oversees operations of employees, consultants and projects statewide.  This may require overnight travel and or extended work hours by the ADC subject to SHA and Plats & Surveys policies and procedures to oversee and or manage resources and or projects. 

QUALIFICATIONS:

EDUCATION:  Possession of a bachelor's degree in engineering from an accredited college or university.

EXPERIENCE:  Eight (8) years of experience in professional engineering, including one year of supervisory or consultant management experience.

SELECTIVE QUALIFICATIONS: Four (4) years of experience in plat preparation or land surveying and one (1) year of supervisory experience in the management of a plat preparation team or land surveying production team.

NOTES:

1.  Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2.  Possession of a Master's Degree in engineering may be substituted for one (1) year of the non- supervisory experience.

3.  Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

PREFERRED QUALIFICATIONS:

Good customer relations skills are imperative in this position due to the interaction with a wide variety of offices and functional areas and the public.  Good computer skills and knowledge of Microsoft Office programs (e.g. Word, Excel Access and PowerPoint) are desirable.  Individuals must have the ability to: communicate effectively, both oral and written; interpret plans and specifications, and; establish and maintain effective working relationships with customers, fellow employees, consultants and the public.  Knowledge of current survey tools, software, CADD, GPS and GIS are essential.

LICENSES & CERTIFICATIONS:

Candidates appointed to positions in this classification are assigned duties that require the operation of motor vehicles. Employees are required to possess a motor vehicle operator's license valid in the State of Maryland.

Applicant must possess a current Maryland Property Line Surveyor license or a Maryland Professional Land Surveyor license.

Applicant must be in good standing with the Maryland Professional Registration Board.  This position may require overnight travel and/ or extended work hours.
