DESCRIPTION

Arapahoe County's Public Works and Development Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status.  Within the Department of Public Works and Development, we are seeking a Mapping Manager to join our team.
 Every Public Works and Development Employee is expected to deliver exceptional performance by implementing the County goals of Service First, Fiscal Responsibility and Quality of Life.
The Mapping Manager supervises the Mapping Section of the Support Services Division, Department of Public Works and Development.  The Mapping Manager is responsible for producing maps for internal and external use and GIS data for the County's GIS and Internet Mapping Service.  This position interprets and applies State laws and regulations regarding land surveying and the County's Land Development Code for review and approval of land development projects, subdivision plats, and other documents submitted to the County.  This position works with a high degree of independence and professional discretion within the assigned area of responsibility.   
 
 

DUTIES

Supervises personnel of the Mapping Section.  Assigns and schedules work, checks and reviews work, and instructs and trains assigned personnel.  Prepares performance standards and conducts evaluations. 

Develops and implements work plans and schedules, cost estimates, and priorities and ensures that work plans are followed and makes appropriate adjustments as necessary. 

Reviews, develops, and implements policies and procedures to improve the efficiency of the Section and ensure conformance with industry standards and best practices. 

Assists citizens in obtaining information pertaining to the location and description of land parcels, resolution of disputed boundary lines, and determining ownership of parcels of land.

Resolves conflicting boundary/parcel information in the production of maps by researching and interpreting historic documents, subdivision plats, and deeds.  Performs complex mathematical computations using trigonometry and coordinate geometry.  Uses specialized computer programs to review subdivision plats.  Resolves conflicting information concerning the ownership of County-owned parcels and County right-of-way (ROW).

Designs and prepares Requests for Proposals (RFPs) for geodetic surveying projects and manages such projects for inclusion in the County's vertical and horizontal control networks.  Recovers all monuments of the Public Land Survey System for each horizontal project.

Assists in the writing of contracts for surveying services for other Sections within PWD and participates in the evaluation of proposals.

Prepares, signs, and seals legal descriptions for County-initiated vacations, easements, acquisitions, and ROW projects.

Performs necessary field work to determine the location of right-of-way lines for County-owned ROW, acquisitions, and all other relevant County projects.

Performs design surveys on selected capital improvements for use of in-house design staff.

Supervises the acquisition and development of GIS data.  Responsible for the coordination of the Mapping Section's contribution to the County's Internet Mapping Service.  The Internet Mapping Service is a cooperative effort of the Mapping Section, Assessor's Office, and Information Technology.

Reviews all subdivision plats and land development cases submitted to the PWD Planning Division.  Plats are reviewed for conformance to the County's Subdivision Regulations and for conformance with State laws regulating land surveying.  Other land development cases are reviewed for conformance with the County's Land Development Code.

Reviews and approves all legal descriptions submitted to the County for easements and/or ROW associated with land development cases or ROW projects.

In the course of performing work, this position interacts with high-level managers and officials in the County and may be required to conduct presentations to the Board of County Commissioners or other stakeholder groups.

Performs other duties as assigned.

REQUIREMENTS

Knowledge, Skills, and Abilities:
Extensive knowledge of and experience with the principles and practices of cadastral land surveying and the laws that regulate cadastral land surveying.

Extensive knowledge of and experience with the interpretation of legal descriptions and subdivision plats.  Ability to prepare legal descriptions.

Extensive knowledge of and experience with the Land Development process.  Extensive experience reviewing and/or approving all types of documents associated with the Land Development process.

Knowledge of GIS and the ability to manage GIS professionals in the productions of GIS data.

Knowledge of modern developments, current literature, and sources of information regarding land surveying and geographic information systems.

Knowledge of and the ability to produce all types of maps including Assessor's parcel maps and zoning maps.

Knowledge of and the ability to use surveying equipment and the ability to use acceptable field surveying procedures.

Ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with supervisors, other employees, contractors, other professionals, and the general public.

Ability to use personal computers including standard office software as well as AutoCAD and specialized surveying software.

Ability to conceptualize project/assignment goals and develop strategies to achieve.

Ability to identify problems at the project/assignment level and propose solutions.

Ability to supervise and evaluate technical personnel in the performance of specific projects.

Education and Experience:
Bachelor's degree from an accredited college or university with major coursework in cartography, geodesy, land surveying, geographical information systems, or a closely related field, plus appropriate continuing education.

Minimum of eight (8) years professional level cadastral land surveying experience with four years of land development experience and/or GIS experience. 

An equivalent combination of education and experience. 

Preferred Experience:
Subdivision and Land Development Planning education is a plus.

Four years of supervisory or management experience in governmental land development is preferred. 

Necessary Special Requirement:
Successful completion of pre-employment background and motor vehicle checks.

Possession of a valid Colorado Class "R" Driver's License or the ability to obtain one within two weeks of appointment.

The incumbent of this position is required to possess and maintain a Certificate of Licensure as a Professional Land Surveyor in the State of Colorado.  If such licensure is not possessed at the time of hire, the incumbent will be required to obtain such licensure within twelve (12) months of employment in order to continue employment.

WORK ENVIRONMENT
Work is most often performed in a standard office environment; however, field work is also required on a regular basis.

Occasional exposure to hazardous road conditions and weather elements is required.
