Party Chief Surveyor

POSITION DESCRIPTION

 

POSITION TITLE:  Party Chief Surveyor                       DEPARTMENT: Engineering

 

POSITION CODE:  30-925                                             FLSA STATUS:  Non-Exempt

 

POSITIONS SUPERVISED: Surveying Technician        EMPLOYEE CLASS: AFSCME

 

POSITION REPORTS TO: Construction Manager and Director of Engineering             

 

BLS COMPARABLE:  17-1022, Surveyors

Leadership:  Supervise work through the planning and scheduling of work, and review and approval.

CONDITIONS OF EMPLOYMENT:

 

Subject to post offer, pre-employment drug screen. Subject to a pre-employment criminal background check. As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing. Possession of a valid Oklahoma Driver’s License with acceptable driving record. Three years of licensed survey experience.

POSITION PURPOSE: To provide improved quality of life for Enid residents by providing all surveying information for municipal improvement projects.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Provide drawings and layouts of field data for preparation of profiles, cross-sections, and location maps. Collect and submit field data for the preparation of engineering designs and the maintenance of plats and various city maps. Prepare and maintain sketches, maps, reports, and legal descriptions of surveys in order to describe, certify, and assume liability for work performed. Verify the accuracy of survey data, including measurements and calculations conducted at survey sites. Provide assistance to inspector to ensure conformance to design specifications and applicable codes. Direct or conduct surveys in order to establish legal boundaries for properties, based on legal deeds and titles. Record the results of surveys, including the shape, contour, location, elevation, and dimensions of land or land features. Calculate heights, depths, relative positions, property lines, and other characteristics of terrain. Write descriptions of property boundary surveys for use in deeds, leases, or other legal documents. Plan and conduct ground surveys designed to establish baselines, elevations, and other geodetic measurements. Search legal records, survey records, and land titles in order to obtain information about property boundaries in areas to be surveyed. Coordinate findings with the work of engineering and architectural personnel, clients, and others concerned with projects. Stay current on developments in field. Provide assistance to other departments as needed.

PERFORMANCE MEASUREMENTS

 

Completion of surveys and related tasks in an efficient and accurate manner resulting in the timely delivery of data for planned development. The employee’s job-related performance promotes the smooth and efficient operation of the Engineering Department. Effective working relations exist with City personnel.  Employee responds in a timely manner to the requests of others. New employees are well trained and assisted. Management is appropriately informed. Employee understands and adheres to applicable safety policies. The City’s professional reputation is maintained.

 

QUALIFICATIONS

 

EDUCATION/EXPERIENCE:                  Graduate of a surveying program of four (4) years or more; or any combination of education and experience satisfying the Oklahoma State Board of Licensure.

                                                                       

CERTIFICATES/LICENSES:                  Professional Surveying License and listed with the Oklahoma State Board of Licensure.

 

REQUIRED KNOWLEDGE:                    Mathematics — Knowledge of arithmetic, algebra, and geometry, and their applications.

                                                           

Engineering and Technology — Knowledge of the practical application of land surveying. This includes applying principles, techniques, procedures, and equipment to obtain data for project management.

 

                                                            Building and Construction — Basic knowledge of materials, methods, and the tools involved in the construction or repair of buildings and structures such as highways and roads.

 

                                                            Survey — Knowledge of surveying techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.

                                                           

 

SKILLS/ABILITIES:                              Ability to use Total Station, TDS data collector, and a level and rod for surveying and data collection.

                                                            Basic ability to use hand tools.

Handle multiple tasks simultaneously.

                                                            Accurate and attentive to detail.

Good communications and public relations abilities.

Proficient typing and computer application skills.

Ability to assist and support others.

Able to operate telephone, PC, copier, and other basic business machines.

 

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

 

FINGER DEXTERITY:                      Manual dexterity sufficient to work with the fingers.

 

VISUAL ABILITIES:                          Normal vision, with or without corrective lenses.

                                                      Close vision, distance vision, depth perception, ability to adjust focus.

 

PHYSICAL STRENGTH:                   PDC Level:  Medium Employee lifts/carries 45 lbs. occasionally (less than 33% of the time or 1-100 times per day). Heavy physical activity performing strenuous daily activities of a product/technical nature.  Lifting and rolling 100 lb. man hole cover. Frequent stooping, kneeling, crouching, crawling, balancing, climbing and use of arms and hands for handling, reaching, lifting, or carrying objects.

 

LANGUAGE/COMPREHENSION:     Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization.

 

REASONING ABILITY:                     Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

 

MATHEMATICS ABILITY:                 Ability to calculate figures and amounts such as proportions, percentages, and coordinates. Ability to apply concepts of basic algebra and geometry. 

WORK SCHEDULE/HOURS:      Regular – 8 hour shift, typically 8:00 a.m. to 5:00 p.m., Monday - Friday, but may be varied to accommodate construction schedule.

 

 

Other–Variable lunch period and breaks in coordination with other personnel.

WORK CONDITIONS:                75% outdoors exposed to changing weather conditions (for instance, rain, sun, snow, wind, etc.).  25% well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.

 

Noise level:                              Moderate to Loud.  Hearing protection as required.

 

Other work conditions:             Occasional exposure to air contamination such as dust.

                                                Possible exposure to poison ivy, bee stings, and other outdoor hazards.

 

 

ADVANCEMENT CRITERIA:

 

INTERMEDIATE ADVANCED

 

12+years related experience.

5-7 years related experience.

Master’s Degree in related field.

Membership in professional organization

Leadership role in professional organization.

Advanced knowledge of related principles

Expert knowledge of operating procedures.

Advanced computer aided drafting principles

Expert computer aided drafting.

Valid CPR Certification.
